SUBSTITUTE TRUSTEE’S NOTICE OF SALE
WHEREAS, 6125 RIVERVIEW, LLC, a Tennessee limited liability company, executed a Promissory Note payable to HRD, LLC in the original principal amount of $1,500,000.00, dated April 11, 2025 (hereinafter referred to as the “Note”), which Note is more fully described in and secured by a Deed of Trust dated April 14, 2025, to Derek L. Spratley, Trustee, and is of record as Instrument No. 202505210061502 in the Register’s Office for Knox County, Tennessee, to which reference is here made (the “Deed of Trust”); and
WHEREAS, HRD, LLC, pursuant to the terms and conditions of the Deed of Trust, and for reasons sufficient to HRD, LLC, removed the original Trustee, Derek L. Spratley, and appointed Gregory C. Logue, a resident of Sevier County, Tennessee, as Substitute Trustee on the 5th day of June, 2026, pursuant to an Appointment of Substitute Trustee of record at Instrument No. 202606120072019, in the Register’s Office for Knox County, Tennessee; and
WHEREAS, HRD, LLC has demanded the real property described in the Deed of Trust be advertised and sold in satisfaction of said lien and HRD, LLC has ordered the sale of the below described property in satisfaction of the amount secured by said Deed of Trust and any costs legally accruing in accordance with the terms and provisions of the Note and Deed of Trust.
NOW, THEREFORE, notice is hereby given that I, GREGORY C. East, 614 feet to a point in the center of said highway, East of end of the new bridge; thence North 65 1/2 deg. East, 557 feet to a point in the center of said highway opposite the west side of a private road leading North; thence North 75 1/4 deg. East, with a right hand curve straight line of which is 547 feet to a point in the center of a road opposite an iron post on which is designated FAP 228-B; thence South 83 1/2 deg. East, 423 feet to a point in the center of said highway and in the old line of the original tract; thence leaving the highway, North 11 deg. West, 478 feet to an iron pipe driven in the ground on top of ridge; thence along the top of the ridge, North 61 3/4 deg. East, 690 feet to a maple on top of ridge; thence North 33 deg. East, 370 feet to a stake; thence North 3 deg. 40 min. East, 408 feet to a stake; thence South 83 deg. 5 min. West, 650 feet to a stone; thence South 53 deg. 5 min. West, 720 feet to an iron pipe at a beach; thence South 41 deg. West, with Miller’s line, 850 feet to a stone; thence South 60 3/4 deg. West, 1353 feet to the Holston River at low water mark near a leaning willow; thence South 33 deg. East, 260 feet to a stake at low water mark; thence South 26 ½ deg. East, along low water mark line, 120 feet to the point of beginning, containing 42 acres, more or less.
TRACT II:
LYING on the south side of the Holston River six miles Northeast of Knoxville and bounded as follows:
BEGINNING at a stake on the south bank of said river which stands 36 ½ poles North 35 1/4 deg. West from a large hackberry tree near to and above the ferry landing; thence North 57 1/4 deg. East, 82 poles to a stake 11 feet, South 57 deg. East, from a walnut tree; thence North 39 deg. 50 min. East, 51 poles to a beech tree standing on a divide of the ridge; thence North 51 deg. 40 min. East, 44 poles to a stake 2 feet North of a white oak on the north side of a hollow; thence North 82 deg. East, 37 poles to a stake in Sherrods line on top of a spur of a ridge; thence with Sherrods’ line, North 3 deg. East, 16 1/2 poles to the bank of the Holston River; thence down the same as it meanders to the beginning, containing 84 1/4 acres, more or less.
THERE IS ALSO CONVEYED HEREWITH a right-of-way to the public road of 12 feet in width making a walnut tree that stands on top of the hill 50 poles from the river near the first line described above, and the western side of the corn crib, the eastern side of boundary of the right-of-way.
The above description follows the survey made by R. A. J. Armstrong in December 1987.

BEGINNING at a stake in the center of the new highway built as F.A.P. 228-B, approximately a half mile east of the new concrete bridge crossing the Holston River, said point being in the eastern line of lands now owned by Dr. H. W. Atchley and wife, Mae Blalock Atchley; thence North 14 1/4 deg. West (recently surveyed North 12 1/2 deg. West) 476 feet to an iron pipe driven in ground on top of ridge, corner with Dr. Herbert W. Atchley and wife; thence North 60 deg. 20 min. East, 690 feet to a white maple on the extreme top of said ridge; thence South 24 deg. 25 min. East, 775 (approximate) feet to the center of said new paved highway, said line passing through an iron pipe drive in the north edge of said highway; thence with the centerline of new paved highway, 800 feet, more or less, to the beginning.

REQUEST FOR RELEASE OF FUNDS
On or after July 22, 2026, Knox County Grants and Community Development will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Lead Hazard Reduction Program grant funds, authorized by Sec. 1011 of the Residential Lead-Based Paint Hazard Reduction Act of 1992 (Title X of the Housing and Community Development Act of 1992), Public Health Law 102-550. Funding was approved and provided by the Consolidated Appropriations Act of 2018, approved March 23, 2018 (Public Law 115-141) to undertake the following project:
Tier 1 Broad Review Project/Program Title: Tier I ERR for Knox County Lead Hazard Reduction Program
Purpose: Protect children and adults from lead poisoning by providing lead hazard reduction on properties with lead paint hazards.
Location: Projects will be located within Knox County outside the limits of the City of Knoxville and the Town of Farragut. Specific addresses will be assessed in the site-specific reviews.
Project/Program Description: Projects evaluated under this review for compliance with 24 CFR 50.12 & 58.32; 40 CFR 1508.25 shall address lead base paint associated reduction services in residentials units located within the boundaries of Knox County, Tennessee, outside the city limits of the towns of Knoxville and Farragut, Tennessee. A Tier II site specific ERR will be completed for each project locations once lead inspection risk assessment, and a scope of work has been completed. Knox County proposes the lead remediation of approximately 125 (estimated) housing units. All selected units shall be constructed prior to 1978 with identified lead contamination in the form of paint, dust, and/or soil. All units will be privately owned with both single-family and multi-family eligible and located within the jurisdiction of Knox County and outside the City of Knoxville and the City of Farragut. All units assisted will be occupied by households at or below 80% of the area median household income and be vacant (limited to 10%), have a child under the age of 6 present, or a pregnant female. Approximate cost per unit will be $10,000.00 lead remediation and $5,000.00 Healthy Homes. Site-specific (Tier 2) environmental reviews will be conducted for each individual property once addresses are identified and prior to the commitment of HUD funds. Expected work includes, but not limited to, the following abatement, interim controls or healthy homes activities: Abatement-Removal of soil and backfill-Removal of walls and painting-Replacement of windows and doors-Replacement of roofs-Replacement of bathtubs-Carpet Replacement Intact-Painting-Carpet cleaning-HEPA cleaning Healthy Homes-Installation of radon system-Electrical repairs/replacement-Installation of dual sensor smoke/carbon dioxide alarms- and/or Plumbing repairs.
Level of Environmental Review Citation: The proposed hazard control activities will be funded under The Lead Hazard Reduction (LHR) and Healthy Homes (HH) Grant which are subject to compliance with some of the environmental laws and authorities listed at § 58.5 of 24 CFR Part 58.
Tier 2 Site Specific Review: The site specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: Flood Insurance [Flood Disaster Protection Act of 1973 and National Flood Insurance Reform Act of 1994 [42 USC 4001-4128 and 42 USC 5154a]], Contamination and Toxic Substances [24 CFR 50.3(i) & 58.5(i)(2)]; 50 CFR Part 402], Floodplain Management [Executive Order 11988, particularly section 2(a); 24 CFR Part 55], and Historic Preservation [National Historic Preservation Act of 1966, particularly sections 106 & 110; 36 CFR Part 800].
Mitigation Measures/Conditions/Permits (if any): For each of the laws and authorities listed in the Tier 2 site specific review, if an issue is identified, the project will be evaluated for adherence to federal laws and regulations. If mitigation measures are deemed necessary, they will be implemented and/or necessary permits acquired. Mitigation measures will be adopted by the Responsible Entity to reduce, avoid, or eliminate adverse environmental impacts and to avoid non-compliance or non-conformance with the listed authorities and factors. These measures/conditions will be incorporated into project contracts, development agreements, and other relevant documents.
Estimated Project Cost: $3,800,000.00
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Knox County Grants and Community Development Department via email at grants@knoxcounty.org or by phone at 865-215-5253. All comments received by July 22, 2026, will be considered by Knox County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Knox County certifies to HUD that Jenny Holden, acting as certifying Officer for Glenn Jacobs, in his capacity as County Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Knox County Community Development to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and Knox County’s certifications for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Knox County; (b) Knox County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the U. S. Department of HUD, Knoxville Field Office, Region IV, John J. Duncan Federal Building, 710 Locust Street, Suite 300, Knoxville, TN 37902-2526. Potential objectors should contact HUD to verify the actual last day of the objection period.
