Substantial Amendments Public Comment and Hearing

Knox County Grants & Community Development

Knox County Grants & Community Development (KCGCD) is proposing the following substantial amendments to its approved U.S. Department of Housing and Urban Development (HUD) activities and plans.

Substantial Amendment to the 2024 Annual Action Plan

Knox County will substantially amend the 2024 Annual Action Plan due to an activity having cost-savings greater than 50%. Activity 686, Public Defender’s Community Law Office PY 24/FY25, is ready for completion and has met all required accomplishments. The saved funds will be re-allocated to the PY 2026 Project Maintain Affordable Housing.

Substantial Amendment to the 2021 Annual Action Plan and HOME-ARP Allocation Plan Knox County will amend its HUD-approved HOME-American Rescue Plan (HOME-ARP) Allocation Plan located within the 2021 Annual Action Plan. HOME-ARP provides funding to reduce homelessness and increase housing stability across the country. Knox County will establish preferences for qualifying populations (QPs) for two forthcoming activities under the HOME-ARP project. The Housing Stabilization Program will establish a preference for QP1, with a prioritization for “Literally Homeless”. The Eviction Diversion Program will establish a preference for QP2, prioritizing those who meet Condition C.

Knox County residents are encouraged to share their verbal or written comments about the County’s proposed amendments. The public comment period for the Substantial Amendments will run from May 19, 2026 through June 19, 2026. Comments may be submitted by email at grants@knoxcounty.org, phone at 865-215-5253, or by mail to KCGCD, 400 Main Street, Suite 364 Knoxville, TN 37902.

KCGCD will host a Public Hearing on the amendments at 8:30 a.m. on Wednesday, June 3, 2026, at the Dante Office, 405 Dante Road, Knoxville, TN 37918.
