Code changes, zoning requests before city council

When the Knoxville City Council meets Tuesday, it will consider changing three city codes and approving many zoning changes that would open up more housing units.

The council will consider clearing up the classification of late fees for parking violations and updating the city codes for off-street parking. Also, among the proposed code changes are amendments to the building height and setback rules for the single-family residential neighborhoods.

Two second and final readings on zoning ordinances include changing property at 305 West Vine Avenue to the Downtown Knoxville Boulevard Subdistrict and changing six Ball Camp Pike properties to RN-2, single-family residential.

First reading zoning requests before council include changing Zero Keck Road to RN-1, single-family residential; Zero East Inskip to RN-4, general residential; 1524 New York Avenue to an office zoning; 1507 Ninth Avenue to institutional; and both 4409 Simms Road and 1102 Maryville Pike to the general commercial designation.

The council is also being asked to hire eSkill Corporation for online testing and scoring of all applicants for city jobs for two years at $24,050 per year. Five neighborhoods my benefit from a $1,850 agreement through the East Tennessee Community Design Center.

Three intersections on Clinton Highway may get an upgraded signal detection system as part of its resurfacing project, and the Knoxville Chamber may be approved for $631,300 annually for its Prosperity Through Innovation program.

Mayor Indya Kincannon will be appointing and reappointing members of the Neighborhood Advisory Council, Historical Zoning Commission, Transportation Authority Board and the City Pension Board.
