CareCuts location challenged by local attorney

The Knoxville City Council meets on Tuesday and will hear an appeal by attorney David Hamilton on the Board of Zoning Appeals’ approval of CareCuts new Clinton Highway location. The Merchants Drive lawyer, who represents several businesses and residents who opposed the relocation of the homeless outreach from downtown, is challenging CareCuts’ zoning exemption for religious land use.
A special use approval had been granted for the CareCuts location at 5200 Clinton Highway in a former bank previously zoned highway commercial.
The council is also being asked for their final approval on the mayor’s proposed budget and to set the classification and pay scale of employees.
In other business, the council is being asked to approve a $4.5 million agreement with Rogers Group for the 2026 Resurfacing Phase II Project and permit Boyd Sports LLC to manage sales, service and consumption of alcoholic beverages and beer at the multiuse stadium.
The planning commission is being asked to do a $250,000 study of the Tazewell Pike Corridor. SCU Bus Lines LLC may be hired for service at various programs sponsored by parks and recreation not to exceed $70,000 per year, with an annual escalation at no more than 3.5 percent.
Mary Carter is appealing a denial by the Board of Zoning Appeals for two variances requested for 505 Woodlawn Pike.
The council may also adopt a code change that will prohibit the use of tobacco or vaping products in age-restricted venues.
Various rezoning requests are on the consent agenda, including changing three Nora Road properties from RN-1 to RN-5 residential, a property on Ailor Avenue from office to heavy industrial, two lots on Western Avenue from RN-1 to C-H-1 highway commercial, and an East Emerald Avenue property from office to institutional.
Two properties on Highland Avenue are also on the consent list, seeking a change from RN-5 to RN-7 multi-family residential neighborhood. A property on Dutch Valley may be rezoned from office to RN-3 residential.
Mayor Indya Kincannon will reappoint Courtney Bergmeier and Kristin Farley to the Visit Knoxville Board, and Councilwoman Karyn Adams will name Jonathan Wiesehuegel to the Knoxville Golf Course Advisory Board.
